[00:00.10]Health workers say an experimental vaccine may help

[00:04.25] to stop the spread of Ebola virus disease in the Democratic Republic of Congo.

[00:10.74]The vaccine is called V920.

[00:15.28]The drug maker Merck has shipped about 8,600 doses of V920 to the northeastern DRC.

[00:25.67]The World Health Organization (WHO) reported on Tuesday

[00:30.01] that the virus has infected over 50 people in the area.

[00:36.12]It said the Ebola outbreak is responsible for at least 27 deaths.

[00:42.44]Experts have warned this outbreak could be as deadly

[00:48.57]as the one that hit West Africa several years ago.

[00:51.98]WHO officials said 33 people were vaccinated against Ebola

[00:59.32] on Monday in the city of Mbandaka.

[01:02.73]Most were health workers.

[01:06.37]Mbandaka is home to more than one million people.

[01:12.36]The V920 vaccine has gone through extensive testing,

[01:16.35]but is still considered experimental.

[01:19.80]Benjamin Djoudalbaye is the head of policy and health diplomacy

[01:25.79]at the Africa Center for Disease Control and Prevention.

[01:31.59]He told VOA that an effective vaccine is not enough to defeat Ebola.

[01:38.16]The V920 vaccine is not designed for a mass vaccination.

[01:45.79]Instead, individuals who have come in contact with a patient

[01:52.69]must be identified and given the drug.

[01:53.85]Djoudalbaye said, “The difficult part is to properly list down all the contacts

[02:01.07] and press them in such a way that they (understand they)

[02:05.76] can benefit from the vaccine and it will stop the spread of the disease.”

[02:11.83]WHO workers will follow what is being called the “ring vaccination” method:

[02:18.42]anyone who has or may come into contact with an infected person

[02:22.60] is vaccinated to contain the threat.

[02:24.80]This could include family members, funeral workers and health care workers.

[02:32.57]So far, V920 has prevented all those vaccinated from getting infected with the virus.

[02:40.48]In a test done in 2015, none of the 5,837 people who received the vaccine became sick.

[02:51.56]A Merck spokesperson said in an email that the company plans

[02:57.54]to ask for a license on the vaccine in 2019.

[03:01.38]But it has made V920 available now because of the outbreak in the DRC.

[03:09.09]The WHO has requested an additional 8,000 doses.

[03:15.49]Merck said it is working to act on that request.

[03:20.11]On May 18, the East African Community group warned its members

[03:27.30]that the virus could spread for two reasons: direct flights

[03:32.13] between East African countries and extensive trade relations.

[03:38.07]The WHO, however, has not declared a state of emergency.

[03:44.04]Travel to and from DRC has not been restricted.

[03:48.89]Djoudalbaye says health officials, non-governmental organizations

[03:54.99] governments learned a lot from the West African Ebola outbreak in 2014 and 2015.

[04:03.28]One thing they learned

[04:05.95]was the importance of health services to support a fast reaction to an outbreak.

[04:12.83]Part of that effort is the African Center for Disease Control and Prevention,

[04:19.30]which opened in early 2017.

[04:22.90]Djoudalbaye said existing systems

[04:26.28]and resources have enabled a speedy response in the DRC.

[04:32.45]He added, "After the declaration of the Ebola

[04:36.15] outbreak in DR Congo on the eighth (of May), by the tenth, we were on the ground."

[04:42.78]V920 is not new.

[04:46.58]Scientists at the Public Health Agency, in Winnipeg, Canada,

[04:52.38] invented the vaccine in 2003. The first tests showed promise.

[04:58.33]Just one shot of the vaccine prevented animals --

[05:03.96]macaque monkeys --

[05:05.10]exposed to high levels of Ebola from getting sick.

[05:10.75]But the drug was never fully developed.

[05:12.89]Long and costly tests were not done until the worst Ebola outbreak

[05:19.34] in recorded history happened in 2014 and 2015.

[05:23.39]By then, the vaccine had been licensed

[05:28.03] to Merck and its effectiveness in humans had been established.

[05:33.87]More than 11,000 people died in the West Africa outbreak.

[05:39.73]The majority were in Guinea, Liberia and Sierra Leone.

[05:45.46]Tests of V920 in the outbreak area helped stop the epidemic.

[05:51.66]Experts say keeping the virus contained and the number

[05:57.70] of deaths as low as possible will require ongoing financial support.
